Code of Practice Signatory Register
The public record of which organisations have signed the European Commission's Code of Practice on Transparency of AI-Generated Content (final, 10 June 2026) — the voluntary instrument for demonstrating compliance with the Article 50 marking and labelling obligations. The Certian Signatory Count

The initial list was published by the Commission on 31 July 2026 and recorded here 2 August; the Commission states the list remains open and will be updated on an ongoing basis. This register records each change on the day it is confirmed here; where no change is recorded, none has been confirmed. Sections may be signed separately (provider / deployer); the headline count records distinct organisations, with section detail in the record below. The arithmetic: 83 + 152 = 235 section signatures; 45 organisations signed both sections; 235 − 45 = about 190 distinct organisations — the number this Count records.

Published by the Commission on 31 July 2026 — within its stated "in July" window. Section 1 (providers): 83 signatories · Section 2 (deployers): 152 · "about 190 organisations" in the Commission's words, roughly half of them small and recent companies. Named Section 1 examples per the Commission: Aleph Alpha, Anthropic, Black Forest Labs, Cohere, Google, Meta, Microsoft, Mistral, OpenAI, Synthesia. Section 2 examples: Bulgari, Fastweb, Getty Images, Iberdrola, Lenovo, Lufthansa. The code has been assessed as adequate by the Commission and the AI Board, and signatories can rely on its measures to demonstrate compliance with the marking and labelling rules. Correction, 24 Aug 2026: three organisation names in the census were transcribed incorrectly when it was first published on 2 August 2026 and have been corrected to the Commission’s spelling. Vulcable is recorded by the Commission as Vucable, in both sections. Omnilia NLS Ltd is recorded as Omilia NLS Ltd. AbthreeC GmbH is recorded as ABthreeC GmbH. Each was a single character. The errors were found by comparing every name in the census against the Commission’s published list on 24 August 2026; the remaining 232 names matched exactly and the section counts were unaffected. This census states that names are reproduced as published, so a spelling that differs from the source is an error here whether or not it matches the organisation’s own usage. The CSV and JSON downloads carry the corrected names.
Correction, 17 Jul 2026: the Commission’s signing FAQ now states the initial-signatory form deadline as 27 July 2026, 18:00 CEST (previously communicated as 22 July). This page was updated the day the change was confirmed. Source of record: European Commission — Signing FAQ · Code of Practice policy page. Entries on this page are recorded from the Commission's own publications, with the date each entry was first confirmed. This tracker is independent of the Commission and of every signatory.
Note, 22 Jul 2026: coverage elsewhere continues to cite the superseded 22 July date — including articles published this week. The Commission's signing FAQ confirms 27 July 2026, 18:00 CEST. The correction above has stood since 17 July. If you believed the window closed today: it has not — and signing remains possible at any time after the 27th as well, per the same FAQ.
Observed, 2 Aug 2026: the initial signatory list was published by the Commission on 31 July — within its stated "in July" window — and is recorded above as the Count's first observation. One further observation from the same check, recorded as found: the Commission's signing FAQ currently again displays a 22 July deadline under a "Last update: 10 June 2026" stamp, though the same page stated 27 July 2026, 18:00 CEST between 17 and 26 July, as recorded in the correction notice above and reflected in engine caches from that period. This register records what the source said, and when. Re-confirmed 3 August 2026: the page continues to display the 22 July date under the same stamp. The list remains open; signing remains possible at any time. Correction, 6 Aug 2026: the Commission’s signing FAQ now displays 27 July 2026, 18:00 CEST throughout, under a revised stamp — “Last update: 29 July 2026” — with substantially expanded content, confirmed live on 6 August. Because the page’s own revision date precedes our 2–3 August checks, those checks are best explained as cached copies still being served rather than the live page remaining unrevised. The observations above record what was served when checked; the inference that the page “continues to display” the older text is corrected accordingly. The sequence as recorded: 22 July under a 10 June stamp; 27 July between 17 and 26 July; the older text served to checks on 2–3 August; 27 July under a 29 July stamp thereafter.
What signing means

The Code is a voluntary instrument. The Article 50 transparency obligations apply from 2 August 2026 whether or not an organisation signs — signing offers a recognised framework for demonstrating compliance.
Providers and deployers sign separately
Section 1 covers providers of generative AI systems under Article 50(2) — machine-readable marking and detection of AI-generated audio, image, video, and text. Section 2 covers deployers under Article 50(4) — labelling of deepfakes and of AI-generated public-interest text. Each section is signed as a whole; an organisation may sign one or both. Per the Commission’s revised signing FAQ (29 Jul 2026), Section 1 may also be signed by providers of generative AI models and by technology providers of marking and detection solutions, though not directly bound by Article 50(2). The Commission’s official labelling icons — free, user-tested, no attribution required — are an integral part of Section 2.
The adequacy assessment concluded positively
Signatures were made conditional on a positive adequacy assessment by the Commission and the AI Board. That assessment has concluded: the Code has been assessed as adequate (opinion linked in the record above), and signatories may rely on it to demonstrate compliance with the relevant Article 50 obligations, regardless of place of establishment. The Commission states that signatories benefit from legal certainty, predictability, and trust; providers and deployers who do not adhere must demonstrate compliance through alternative adequate means and may receive more requests for information. Fine mitigation is not expressly provided: the Act’s fine-setting factors (Art. 99(7)) do not enumerate code adherence — see Q.47 in the questions record
Any provider or deployer may sign — before or after 27 July
Organisations sign by completing the Commission's signatory form and submitting it to the AI Office by email. The 27 July 2026 deadline governs inclusion in the initial published list; signing remains open afterwards. The form must be signed by a senior executive with authority to bind the organisation.

2 August 2026 — Article 50 obligations in application; the initial signatory list was published 31 July, ahead of the date. September 2026 — the Commission launches signatory task forces. 2 December 2026 — end of the transitional period for generative systems already on the EU market before 2 August. 2 February 2027 — providers' watermark-detection interoperability solution due under the Code's timeline.
